Membership is available for any and all NYSUT Members in good standing. Additionally, membership is available to any Local President, former NYSUT officer and up to ten ad-hoc members appointed by the Executive Board, regardless of delegate status.
All caucus members shall have voting rights until these By-Laws are adopted. At least one but no more than three Voting Delegates from each local must be designated before the NYSUT RA to represent the local in all voting matters before the Caucus. Non-voting members may attend and observe ST Caucus General Membership Meetings. Non-voting members may speak only when recognized by the Chair.
All members are required to pay dues annually, when initially joining and when renewing their membership.
The annual dues are $10.00 (CASH OR CHECK PAYABLE TO ST CAUCUS).
The Calendar year for caucus membership will begin 30 days prior to the start of the NYSUT RA and end 30 days prior to the following NYSUT RA.
The caucus will meet at least once annually, during each NYSUT RA. When necessary, additional meetings may be scheduled at the discretion of the Executive Board and will be posted on the ST Caucus website.
The Officers of the ST Caucus shall be: Chair, Treasurer, Secretary, and Eight Vice Chairs representative of NYS by region;
Central New York and Southern Tier
The Officers of the ST Caucus shall be elected every three years. So as to ensure that each local is represented, elections will occur via the U.S. postal service and will be coordinated by the Membership Committee chaired by the Membership Coordinator. Officers shall be elected by a majority of the ballots cast and held no later than twenty-one days of the close of the NYSUT RA. Duly elected ST Caucus Officers shall serve a three-year term commencing at the end of the annual NYSUT RA.
The Executive Board of the ST Caucus shall be responsible for developing and implementing the policies that allow for the effective operation of the ST Caucus.
The Executive Board shall appoint a Membership Coordinator for the purposes of running elections for the Stronger Together Caucus. The Membership Coordinator will not be an officer, but will be a member of the Executive Board. The Membership Coordinator will be tasked with forming an election committee and reporting all activities of the election committee to the Executive Board and the at large membership.
Meetings of the ST Caucus shall be chaired by the caucus Chair, or designee, and operate according to Robert’s Rules of Order.
An agenda will be approved by the Executive Board and made available to every member of the caucus at the beginning of each meeting.
Meetings will occur at least once annually at the NYSUT RA and additionally when needed.
The operating cost of the ST Caucus shall be borne exclusively by the ST Caucus.
The ST Caucus Treasurer will provide a Treasurer’s Report with a detailed accounting of the ST Caucus funds at the annual General Membership Meeting.
The ST Caucus Membership Coordinator shall notify all caucus members of the upcoming election and solicit nominations from interested ST Caucus members.
Individuals interested in running for an ST Caucus Officer position shall notify the ST Caucus Membership Coordinator, in writing, at least 90 days prior to the NYSUT RA General Membership Meeting. Nomination forms will be available on the ST Caucus website.
A majority vote shall be necessary to achieve elected office. If a majority is not achieved, there will be a run-off election between the two candidates receiving the highest number of votes.
In the event of a vacancy of the Chair, Secretary, or Treasurer, the ST Caucus Executive Board shall call a meeting of all officers to make an appointment to fill the vacancy from the cadre of Vice Chairs that are currently holding office. In the event of a vacancy of any Vice Chair, the ST Caucus Executive Board shall direct the Membership Coordinator to hold a special election of the ST Caucus locals within the effected region. All special elections shall take place within forty-five days of the vacancy.
The ST Caucus constitution may be amended by a ⅔ vote of the members present at a general membership meeting.
